Because then people complain about USSR buffs.

F-14 is flavor, likewise it's considerably superior to the MiG-31M on account of lower speed/better turning radius + gun/SRAAMs.

Unless youre worried about RedFor/Iran getting Troll Tomcats with a 50% avail bonus.

The F-14 was and is vastly more maneuverable and is more energy efficient, which would allow it to be a pseudo-MiG-31 with better maneuverability for Redfor. It would certainly have its place.
