Balance issues. They didn't want people sniping command vehicles in the first minute of the game.
Besides, air recon at the time was more strategic in nature. It would take at least an hour or more for information to be relayed to commanders in the field. Helicopters filled the roll of recon quite well.
I do wish there were spotter
aircraft like the OV-1, O-2 or OV-10 for the role of AFAC (and thus designating targets for laser-guided weaponry), but that wasn't implemented. Probably too cumbersome to bother with in the engine.

Big Cities have existed in ALB, could be a good gimmick, but would require infantry abstraction in cities to get improved upon significantly, which has been often mentioned.
