How do you use artillery observers, how are they connected to the artillery?

Not sure how it all works. Do I need an artillery commander with my artillery? Both the commander and the artillery seem to have wifi icons above their heads no matter what? Is the black wifi supposed to go green or some such to indicate a link?

Your artillery piece has to have radio. Vehicles usually have it, just mortar crews usually do not, they are doomed to spray and pray. I don't know how to figure out wjether unit has radio or not except by trial and error method.

I don't find useful the artillery observers, especially in arty tab when the benefit from having it there is just too small.
I think the arty observers should be moved to Recon tab as they anyway where in advances positions and radioed back to friendly troops the locations of targets and movement of enemy troops.
